My reading (which is obviously self serving) is that the match is declared a no contest but on Raw they clarified that the Vaudevillians are the technical winners of the tournament so get the tag title shots. Unless I missed it, they didn't specifically mention that the Vaudevillians "won" the match. So absent an official change to the match result (PPV results on wwe.com still call it a no contest), not sure how you can call the match itself a win by the Vaudevillians.

Correction, the correct winner of this PPV is trips15 of the MEM! The Tag Team Title tournament results were changed back to its original ruling, thus MVH does not win, but rather trips15 does with a score of 609 and the best possible tiebreaker. This is trips 5th overall PPV, and this is actually his second Payback win, winning the first one back in 2014. This is his 4th WWE PPV win in 2 years.
