The first vote thread with HIAC results says votes are due by UFC 193 so I'd guess they're not using this for PPV Wars. Just a guess tho.

I know Power Struggle is included on NJPW World, but is it a special or a PPV? When looking through NJPW's PPVs I thought the next one was Wrestle Kingdom?

It's a regular PPV. It's the last PPV before Wrestle Kingdom. It's usually not as stacked match wise, but the draw for the show is that it sets the stage for all the Wrestle Kingdom matches. The Wrestle Kingdom card is announced in a live TV special the day after (sunday), which is why the PPV is on a Saturday.
You could call it the NJPW version of WWE's February PPV.

May = Wrestling Dontaku (Maybe)
July = Dominion
October = King of Pro-Wrestling
November = Power Struggle
PPVs we won't do
February = New Beginning (PPV split over two nights)
March = New Japan Cup Finals (Impossible because of no card before the show)
June = Best of Super Jr's Finals (Impossible because of no card before the show)
August = G1 Climax Finals (Impossible because of no card before the show)
September = Destruction (PPV split over two nights)
December = World Tag League Finals (Impossible because of no card before the show)

NJPW had their last PPV of the year with Power Struggle, with Shinsuke Nakamura successfully defeating Karl Anderson and EVIL was unsuccessful in his re-debut due to a DQ by Naito. Mr. Puroresu himself MVH and Stablemate Mackinlee were the only two to score a perfect card, but MVH's tiebreaker was only off by 2 minutes, and thus wins Power Struggle. Others in the Top Ten include TNWP, legendkiller003, Da Mayer and LiQuid. Congrats MVH, and thanks to everyone for playing!
